A water bucket is unsurprisingly made by filling a bucket with water, done by right clicking a water block with a bucket in hand, either a flow or a source block. Water can be emptied by right-clicking on any block, creating a flowing water block which will dissipate after a time and cannot be picked up again. Water buckets can also be placed on the ground as a physical block by placing it while pressing the alt-use button (ctrl by default).
