Raw Mutton is the meat of the Sheep that is dropped in quantities of 1-2, alongside one Wool if it has not been shorn with Shears. Raw Mutton cooked in a Brick Oven or Cauldron become Cooked Mutton, which has many uses in more advanced Food recipes.
