Cooked mystery meat is created by cooking Raw Mystery Meat.

Raw mystery meat is a food whose origin it's best not to think about, dropped by slain Villagers, Zombie Villagers, and players. Villagers and zombie villagers drop 1-3, while players drop a variable amount depending on their fat level. A player whose soul is bound to a Soulforged Steel Beacon will not drop mystery meat, only rotten flesh.
