Stone Brick Stairs are a naturally spawning variant of Stone Bricks, which can be found in Strongholds. Stone Bricks
Loose Stone Brick Stairs are subject to gravity, but applying Clay, Nether Sludge, or a Slimeball will act as Mortar and turn them into their non-falling variants. Mortar can be applied manually or with a dispenser.
A pickaxe with the Silk Touch enchantment, or a Block Dispenser are the only way to obtain the mortared version of loose blocks, and use them for crafting.
