Soap is made by rendering Potash and Tallow in a Cauldron.
Its two abilities are to convert Sticky Pistons back into regular Pistons by heating them in a Cauldron with Soap. They can also be used similarly to clean Chopping Blocks. 9 pieces of Soap can be crafted into a Block of Soap.
