The Dormant Soulforge is the unpowered prelude to a Soulforge, having the appearance of an ancient anvil made of pure gold. It can be found in Nether fortresses or crafted out of Gold Ingots once you have already obtained a Soulforge due to the 4x4 crafting grid.
The first Soulforge will require trading with Villagers, in this case a high level Priest, and defeating the Wither in order to get a Nether Star.
