Tanned Leather
Tanned Leather is resistant to decay and is far more durable than untreated leather. As such, it is much better suited for use in the making of tools or mechanical applications where wear and tear can quickly become a factor. To create Tanned Leather, place Scoured Leather in a heatedCauldron along with Dung.

Alternative
A temporary recipe has been added that uses wood instead of Dung, to bypass the spawning problems in 1.8 You'll need 64 birch wood, 32 regular wood, or 16 dark wood, for 1 tanned leather.
